Fernando Rios was born and raised in the Central Valley.  Deep roots having been born in Exeter, Ca.  He lived in Porterville before moving to his current city of Terra Bella.  He attended California Sate Polytechnic at Pomona and graduated with a bachelor’s degree in Regional and Urban Planning.

A dedicated husband and father to his wife and son, he is a family man through and through. He is also a father of two rescue dogs and two cats. He is a man who loves nature and is not afraid of hard work. When he is not spending time with his family, he is enjoying his time doing yard work and enjoying the outdoors.

Currently Fernando serves as a public notary, appointed to the Citizens Advisory Committee (CAC) for the Air District (SJVAPCD).  He is also an industrial representative to the Tule Basin Management Zone and serves on the Board of Directors of the Tule Basin Water Foundation.

Previously Fernando was the Associate Planner for the City of Porterville, were he served as the Chairman of the Project Review Committee, Parcel Map Committee and Downtown Rehabilitation Committee.

Fernando’s hard work has earned him recognition by the Emergency Management Institute with the US Department of Homeland Security FEMA and California Specialized Training Institute Cal OES Governor’s office of emergency services. His leadership skills were present and evident since high school where he was recognized with an Academic Achievement Award.

Fernando currently works for Setton Pistachio of Terra Bella, Inc. as the Regulatory and Compliance Coordinator.  He handles compliance with permits and conditions of approval, new permits, land acquisitions, and is care of Setton properties.  He is also the Community Liaison, a member of IVAN (Identifying Violations Affecting Neighborhoods) part of the Tulare Environmental Task Force.  He works closely and continues to build relationships with San Joaquin Valley Air Pollution Control District, County of Tulare, Central Valley Regional Water Quality Control Board, and California Air Resources Board.
